1) "then resolve one of the following two actions:" It is not optional?

The German wording says you may choose from two options. There is no third option such as doing nothing, so you are forced to choose one: Either grow your flock or guide it to the stable.

I checked the discussion forums and found a clarification by Kettlefish on BGG (https://boardgamegeek.com/thread/1201062/shepard-question) confirming this point in 07/2014:

Turn sequence:
1. place a tile
expand with placement of a new tile the field where the shepherd already stands.
then
2. place a follower - move wood
may place a follower (before the action of the shepherd takes place)
then
2-3. activate the Shepherds action - Scoring
Choice to do one of the two actions
3. Scoring
(I've called with HiG about the rules some weeks ago.)

2) Also, it is not mentioned that you are not allowed to look at the token when you draw it.

Are you referring to the tokens in the bag to pick one that please you?

3) "Exception: If any player completes a field with shepherds and sheep by fully surrounding it by roads and cities, immediately resolve the Guide the flock to the stable action for that field." It is not mentioned that the exception should apply if you place the shepherd in a closed 2+tiles field.

This special case applies to fields that cannot be extended. This may happen with fields of one or more tiles.

Please check footnotes 1 and 2. If some more clarification is needed, please let me know.

4) "Meeples on hill tiles break ties and score points as normal during final scoring (including farmers)." "as normal" means as during the game or as during final scoring?

"As normal" refers to "score points"...

Another way to put it is the following: Meeples on hill tiles also break ties when the scoring after the game. Hills will affect all meeples placed on incomplete features and also farmers.

5) "It will not eat other shepherds from the same field unless it moves onto the corresponding tile." It will not eat other shepherds and other flocks

Several shepherds in the same field share their sheep but the sheep drawn by each player are placed next to their shepherd. This collective fate will affect drawing a wolf token or scoring the collective flock of sheep. However, the dragon may eat a shepherd and its local part of the shared flock and leave the rest of the shepherds and sheep unharmed.

6) "on a hill tile with a feature that has not been completed"?

Oooooops! This is an error in the ZMG rules. This could only happen when preparing to score after the game (players deploy their meeples in the market district to fields).

Corrected according to the German rules:

You can place one meeple from the city of Carcassonne on a hill tile with a feature that has not been completed. If you do, you gain the benefit of the hill. -->

You may deploy a meeple from from the city of Carcassonne on a hill tile with a feature about to be evaluated. If you do, you gain the benefit of the hill.
