The wording may sound a bit odd but what the rules mean is that the playe with the King tile will receive 1 point per completed city, no matter if it has a cathedral or not. This addresses any doubts from people who may think that cities with no cathedral would be worth 1 point and cities with a cathedral would be worth 2 points.
The same applies to roads with and without inns. No matter the case, the Robber Baron tile will receive 1 point per completed road.
