The phantoms were introduced in Carcassonne I but no reference to them has been included in any Carcassonne II expansion up to date. As '''The Phantom''' does not include any tiles, just the phantom meeples, it is considered a mini expansion compatible with both editions, although there is no official confirmation for this.

So the interpretation of the rules would be the following: If phantoms count as normal meeples and only normal meeples can be placed as acrobats, then phantoms can be placed as acrobats.

Phantoms placed as Acrobats

The placement of a phantom as an acrobat is an open issue coming from the interaction of these two expansions from different editions.

The phantoms were introduced in Carcassonne I but no reference to them has been included in any Carcassonne II expansion up to date. As The Phantom does not include any tiles, just the phantom meeples, it is considered a mini expansion compatible with both editions, although there is no official confirmation for this.

In this situation, we have to resort to the interpretation of the rules of the Phantom based on the official clarifications from 1/2013 (See the following footnote) that confirm that a phantom is effectively a normal follower.

Therefore the interpretation of the rules would be as follows: If phantoms count as normal meeples and only normal meeples can be placed as acrobats, then phantoms can be placed as acrobats.
