In this expansion for Carcassonne, you let your mayor compete for the favor of rival knights before duty calls him to a crisis meeting. Use your messenger and scarecrow wisely to extend your influence even further.

Emissaris i alcaldes was released by HiG for the third edition, known as C3.1 for short, in 2025. This edition includes more detailed graphics than previous versions and cities with clipped buildings.
It includes 12 land tiles, one of them a river tile, and 6 town hall tiles. All in all, this expansion introduces the following new elements:
- Mayor, new meeple only used in cities that can replace knights from other players.
- Messenger, new meeple placed on roads that can move to adjacent roads or cities after scoring.
- Scarecrow, new meeple that can become a farmer (by itself or replaced by a standard meeple).
- Town hall, special tile that fits anywhere and removes mayors.
| Expansion background
This expansion is a revised version of L'abadia i l'alcalde released for the second edition, known as C2 for short, in 2016. And it was originally released for the first edition, known as C1 for short, in 2007. These original versions also included 12 tiles, but no river tile. They also included 6 abbey tiles instead of town hall tiles. The mechanics and figures in these previous versions were different: mayors with different shape and mechanics, wagons with a similar mechanic to messengers, and barns as a special figure replaced in the current version by the new scarecrow meeple. |

If any player places a tile so that there is an adjacent tile on all 4 sides of your mayor's tile, you may immediately activate his ability:
If you have a standard meeple in your supply, replace 1 opponent’s standard meeple in your mayor's city with 1 standard meeple from your supply. Return the replaced meeple to its supply.
You have gained the knight's favor.
Then you must return your mayor to your supply, regardless of whether you activated his ability or not.

If the ability of multiple mayors can be activated at the same time, resolve them in clockwise order, starting with the active player.

When scoring a city with your mayor, score points as usual.
For determining the majority, a standard meeple has a strength of 1 and the mayor has a strength of 0.
After scoring, you must take your mayor back into your supply.


Blue has the majority, because his meeple has a strength of 1 and your mayor has a strength of 0. Blue scores the city.
Note: If the ability of your mayor has been activated during 1. Col·locar una peça de territori, he has already been removed from the city and can therefore not take part in scoring.

The town hall tile

| Before drawing a new land tile, you may place your town hall tile instead. Place the tile from your supply adjacent to any tile already in play. It does not matter which landscape features connect to it. The town hall tile always fits. Other tiles may be placed adjacent to a town hall with any landscape features touching it. Features adjacent to a town hall are considered completed on that edge. Town halls do not connect fields. |

If mayors are standing on tiles adjacent to any of the 4 sides of the newly placed town hall tile, they must be taken back without triggering their ability. They are called to a crisis meeting.

If you cannot place another tile at the end of the game you must place your town hall tile if you still have it, or pass if you have already placed it.
The game ends only when all town hall tiles have been placed.

Instead of a standard meeple, you may place your scarecrow meeple in a field on the tile you just placed. You may place it in a field that is already occupied by a scarecrow or another meeple. Note: Since the scarecrow is a meeple, you may not place a farmer in a field that is occupied by a scarecrow. |

Activating a scarecrow
If any player places a tile so that there is an adjacent tile on all 4 sides of your scarecrow's tile, you may immediately activate one of its two abilities:
- If you have a standard meeple in your supply, you may place it as a farmer next to your scarecrow and take the scarecrow back to your supply. It does not matter if there are other meeple on the field.
- You may lay down the scarecrow and not take it back. A lying scarecrow counts as a farmer.
If you do not want to activate either ability, you must take the scarecrow back to your supply.

You decide to replace the scarecrow and return it to your supply.
If the ability of multiple scarecrows can be activated at the same time, resolve them in clockwise order, starting with the active player.

Scarecrows participate in the farmer scoring. When determining the majority, a lying scarecrow has a strength of 1 just like a standard meeple. A standing scarecrow has a strength of 0. Score points as usual.
The messenger

When determining the majority on a road, the messenger has a strength of 1 just like a standard meeple. Score the road as usual.
After a road with your messenger is completed and scored, you may either return it to your supply or move it along the completed road to the "next" road or city. Which roads and cities are eligible depends on where the messenger’s road ends (see below). If multiple roads or cities are eligible, you may choose any one. If the chosen city or road consists of multiple tiles, place the messenger on any one of them.
Note: It may happen that you place the messenger (or another meeple) in 2. Posar un seguidor and move the messenger in the same turn (in 3. Puntuar un element).
The messenger rides to the next road
If the completed road ends at a junction where other roads end, you may place the messenger on any one of these roads. The chosen road must not be completed. It does not matter if the road is already occupied by meeple.
Junctions include villages, monasteries, and any other landscape features where multiple roads end. Junctions do not extend across multiple tiles.
Cities, fields, and town halls e.g. do not count as junctions.

If you complete roads with multiple messengers, resolve them in clockwise order, starting with the active player.
The messenger rides to the next city
If the completed road ends at a city, you may move the messenger into this city. The city must not be completed. It does not matter if the city is already occupied by meeple.

Instead, you move it into the incomplete city at the end of the road, even though there is already a blue meeple in it.
When determining the majority in cities, the messenger has a strength of 1. Score the city as usual and take the messenger back to your supply.

This section contains additional information about the interactions with other Carcassonne expansions.
Mayors are only called to a crisis meeting when a town hall tile is placed in 1. Col·locar una peça de territori. Later in the game you may place your mayor on a tile that is adjacent to a town hall tile without having to return it.
If you placed your land tile so that there is an adjacent tile on all 4 sides of it, you may place your mayor on it in 2. Posar un seguidor and immediately activate his ability. Then, return your mayor as usual.
The same applies to your scarecrow. If you placed your scarecrow adjacent to 4 other tiles, you may immediately activate one of its abilities or you must return it as usual.
The game ends when no player is able to place another tile in their turn, including their town hall tile. Skip players if necessary.
A scarecrow standing in a field is not a farmer, so it does not score points for a field at the end of the game. (09/2025)
Two mayors occupying a completed city will score for it as usual, as they share the majority with a strength of 0. (10/2025)
When you score a road with an inn and with your messenger, you score the bonus for the inn as usual.
When you score a city with a cathedral and with your messenger, you score the bonus for the cathedral as usual.
You may not use a mayor's ability to replace a large meeple. You can only replace standard meeples. (10/2025)

Exp. 2 ‒ Comerciants i constructors
You may not assign the builder to your mayor or messenger.
You may not trigger a double turn by placing your town hall tile.
If you complete a city by placing your town hall tile, you receive the appropriate goods tokens as usual.
It is not possible to assign your pig to your scarecrow even if you place your scarecrow on a tile that is already directly adjacent to 4 other tiles (thus turning it into a farmer).
During a dragon movement, the dragon may move past town hall tiles.
The dragon may remove mayors, messengers and scarecrows (also scarecrows that turned into a farmer).
You may assign the fairy to your mayor, messenger or scarecrow.
You can activate the ability of a mayor immediately if you place it with a magic portal in a city on a land tile so that there is an adjacent tile on all 4 sides of it. (10/2025)

You may place a watchman on top of a tower if you placed your town hall tile within that tower's range.
You may not place your mayor, messenger or scarecrow as a watchman.
>> Emblems and nominations
You may not nominate your mayor, messenger or scarecrow. However, you may nominate your scarecrow if it already turned into a farmer.
You may not nominate a meeple as a consequence of placing your town hall tile.
When you replace a nominated meeple by activating the mayor's ability, you must return the corresponding emblem to its respective supply.
>> Town hall tiles and tournaments
Town hall tiles do not count towards tournament values (not even in the field tournament). However, if the 8 tiles adjacent to your nominated farmer include town hall tiles, your tournament value still increases by the number of the potential 16 land tiles surrounding them.
If you won a prize and have a prize tile in front of you, before you place it, you draw a land tile as usual or you may decide to place your town hall tile instead. Either way, you must place the prize tile first.
If you cannot draw a tile because the current tile stack is empty, you may resolve the tournament or place your town hall tile instead. If you do not place your town hall tile, you must resolve a tournament as usual.

The game ends when no player is able to place another tile in their turn, including their town hall tile. Skip players if necessary. If you not only have your town hall tile but also a prize tile in front of you, you must place the prize tile before you place your town hall tile. When you place your prize tile, you must also place your town hall tile if you still have it.
You may not place your mayor, messenger or scarecrow at a defense post.
You may not place a meeple at a defense post as a consequence of placing your mayor, messenger or scarecrow, nor as a consequence of turning your scarecrow into a farmer.
You must not remove your mayor, messenger or scarecrow as a consequence of an attack.
You may not place a meeple at a defense post when you move a messenger to a new road or city after scoring. (10/2025)
You may not build a castle on a city that touches one or more town hall tiles even if that city consists of exactly 2 city segments.
You may not place your mayor on a castle, nor build a castle on a city that is occupied by your mayor or messenger.
You may place your messenger on a bridge. Also your messenger may move along bridges as they are part of the road.
You may move your scarecrow onto a barn if it already was turned into a farmer or actually is turned into a farmer in the same turn.
When scoring your maiden you do not score mayors or messengers.
If you activated a scarecrow and replaced it by a standard meeple as a farmer, you may move the farmer onto a barn on the same turn. (10/2025)
You may not place your mayor, messenger or scarecrow as an acrobat.
When scoring a performance token, mayors, messengers and scarecrows are taken into account.
Acrobat sites and circus sites count as junctions with regard to your messenger's movement.
You may not use a mayor's ability to replace a ringmistress. You can only replace standard meeples. (10/2025)
