The sequence is not specified in the rules, of course, but it seems reasonable to do it when players cannot actually receive any points for their castle lords. This would mean you would remove the remaining castle lords after the last circus scoring. (It would be the same if doing it at this point or after scoring anything else and removing the castle lords at the very end.)
