If you decide to not move a follower during your turn, you can move the fairy next to any of your followers. It does not matter of the fairy was assigned to a follower or not. This also means that if the fairy is assigned to one of your followers, you can move it next to another of you followers during your turn.

There are more nuances in all this, since you may move the fairy and afterwards place your phantom as second figure, if playing with The Phantom.

Don't know how familiar you are with all this. You may check the Order of Play and check all the options you have available by selecting the expansions you are interested. You will see that the Move Wood phase is divided in several steps. In this case we may be interested in these two:

  • Step 2B-1 handles the placement of wooden meeples, neutral figures (such as the fairy or tower pieces) and tokens (such as the little bulildings)
  • Step 2B-2 handles the placement of the phantom.

So you can choose zero or one actions from Step 2B-1 and afterwards choose zero or one actions from Step 2B-2.

This would mean that you can move the fairy and the place your phantom, but you cannot place the phantom and then place the fairy next to in in the same turn.
