The deployment of meeples from the City of Carcassonne takes place before scoring each feature, so it happens before the watchtower bonus is scored.

a) 1. The meeples are removed from the City of Carcassonne to the road and city. 2. The road is scored. 3. The city is scored.
b) 1. The meeples are removed from the City of Carcassonne to the road. 2. The road is scored. 3. The meeples are removed from the City of Carcassonne to the city. 4. The city is scored.
Option b) is correct. Meeples are deployed from the City of Carcassonne to each feature separately as you score them one by one. This means that loop through all the features and, for each one, players deploy their meeples from the City of Carcassonne onto them as desired, score the feature with the resulting majority, and then proceed to the next feature to be scored.

3) Also, it can be mentioned:
1. If one of the cities from the watchtowers become a castle, the meeple from the castle will not score watchtower points.
2. If there was a meeple on the road from the watchtower tile from the example 1, the meeple will not score watchtower points (those 8 points).
3. "2 points for each meeple"- the role of the meeple is insignificant.
[3.1] If a small city is converted into a castle it is not scored. If so, no bonus associated to it can be scored either. This affects all features. What is different with watchtowers to make this explicit here?
[3.2] If there was a meeple on the short road on the watchtower tile, it will not score the watchtower bonus since the road it is not completed. If you eventually complete that road, that meeple would finally score the bonus.
