"An unoccupied monastery is considered completed:

  • The monastery does not score points by itself
  • A castle may score points for it
  • No player may score the Bookbinders district bonus"

Why a castle can and City of Leipzig can't? The Bookbinders quarter can score unoccupied monasteries.
