Yes, according to the wording.
- The Hills & Sheep rules indicates you may choose between two options, that is, you ("politely") must choose between two given options. There is no possibility to skip this selection.
- Translation from German: "Whenever you expand the field where your shepherd stands by placing a landscape tile, you may choose between two actions [...]"
- The Fruit-Bearing Trees rules tell you that you may choose one option out of two candidates. So the rules are not forcing you to pick one.
- Translation from German: "If you have placed a Meeple, you may now perform one of the two actions below. [...]"
